Dubai luxury property outlook for 2027. Official forecasts point to growth in 2027 after a softer 2026. The IMF projects real GDP growth of 7.7% for the UAE in 2027 (World Economic Outlook, October 2026), after a 2026 shaped by regional geopolitical developments. Dubai kept adding residents: the population reached 4,807,185 in late September 2026, 226,885 more than at the start of the year (Dubai Data and Statistics Establishment). Demand at the top of the market remains visible in official data. An off-plan apartment at Aman Residences Dubai sold for AED 166.07 million in 2026, according to Dubai Land Department data reported by Gulf News. The Dubai Land Department does not publish a separate count of sales above AED 10 million, so this report does not print one. New supply is the main variable for 2027. Moody's expects about 180,000 new units to be completed in Dubai from 2026 to 2028. S&P Global Ratings (7 October 2026) expects the residential stock to grow by about 20% over two years, mostly apartments; its base case is that regional disruption continues into 2027, which could weigh on prices of investor-owned apartments, and if the risk eases it expects prices to stabilise. In NAHY's reading, this favours prime locations with limited supply over large apartment launches. The long-term plan is unchanged: the Dubai Real Estate Sector Strategy 2033 aims to raise transaction volume by 70% and home ownership to 33% (Dubai Media Office).
How interest rates affect Dubai property buyers in 2026. The UAE Central Bank Base Rate is 3.9% (decision of 28 October 2026). The dirham is pegged to the US dollar, so the Central Bank follows the US Federal Reserve: after three cuts in 2025, down to 3.65% in December, it raised the rate by 0.25 point on 16 September 2026, when the Fed moved to a 3.75% to 4.00% range. Mortgage limits come from the Central Bank's Mortgage Regulations: expatriate residents can borrow up to 80% of the price of a first home under AED 5 million, 70% above AED 5 million, 60% for a second or investment property and 50% for off-plan, for up to 25 years. The regulation has no separate category for non-residents, so the limit for a buyer living abroad depends on each bank. Dubai registered AED 179.26 billion in mortgage transactions in 2025 and AED 151.13 billion from January to September 2026 (Dubai Land Department data). The Dubai Land Department does not publish the share of purchases paid in cash. For buyers comparing with home: Brazil's Selic rate is 13.75% a year (Copom, 16 September 2026) and the European Central Bank deposit rate is 2.50% (held on 29 October 2026). For off-plan homes, the developer's payment plan during construction does not depend on a bank.
Largest developers in Dubai by sales. On official company results, Emaar Properties is the largest developer in Dubai by sales: AED 80.4 billion in property sales in 2025, up 16%, with a revenue backlog of AED 155 billion (Emaar, 12 February 2026). DAMAC reported AED 36 billion and Sobha Realty AED 30 billion in 2025 sales (company statements, January 2026). In the first half of 2026, Emaar Properties booked about AED 26.6 billion in sales and its revenue backlog grew to AED 164.9 billion (results reported on 7 August 2026). Size is not the only test. Under Dubai Law No. 8 of 2007, a developer must be registered with the Dubai Land Department to sell off-plan, every buyer payment goes into an escrow account used only for that project, and 5% of the account is held for one year after the units are registered to buyers. Before paying for an off-plan unit, ask for the project's registration and escrow account number. Dubai had 937 projects under construction at the end of 2025 and completed 104 projects in the first half of 2026 (Dubai Land Department).
Who is buying in Dubai: buyer trends in 2025 and 2026. 2025 was Dubai's record year: over 270,000 real estate transactions worth AED 917 billion, up 20%, with about 193,100 investors, 129,600 of them new to the market (Dubai Land Department, 12 January 2026). Residents were 56.6% of investors, and renters took 4.8 years on average to become owners. 2026 has kept a high level. From January to September, sales reached AED 379.4 billion across 123,416 deals, the second-highest nine-month value on record (Dubai Land Department data, 1 October 2026). Ready homes were 51.7% of the value and off-plan 48.3%; by number of deals, off-plan was about 68% (NAHY calculation from the same data). In the first quarter of 2026, 48,448 investors bought property in Dubai, 29,312 of them for the first time (Dubai Land Department, 9 April 2026). The Dubai Land Department does not publish an official ranking of buyer nationalities, so this report does not print one. UAE residents can also use the First-Time Home Buyer Programme: in its first year, over 3,200 residents bought through it, with more than AED 5 billion in sales (Dubai Land Department, June 2026).
